The Baldwin Group, Inc. (TBG) seeks a talented geospatial analyst with experience in geographic information systems (GIS) and remote sensing. The successful candidate will support our contract with the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM), located regionally in the Pacific Islands office in Honolulu, Hawaii. In this role, the candidate will work as part of our Pacific geospatial team, assist in the development of regional geospatial data, provide technical assistance in the region, and support GIS and remote sensing projects led out of the national office in Charleston, South Carolina.

Core responsibilities include the following:

  • Conduct spatial analyses using manual, semi-automated, and automated routines
  • Manage geospatial data, including metadata development
  • Develop maps for publication and presentation
  • Provide GIS-related and remote sensing technical assistance to regional partners Hawaii and the U.S. Pacific territories
  • Help regional partners apply data, tools, and training to address specific coastal management issues
  • Attend and participate in relevant geospatial and regional meetings with key partner groups, such as the Hawaii Geographic Information Coordinating Council, Pacific Risk Management ‛Ohana, local government agencies, and regional federal geospatial partners
  • Support OCM regional initiatives, including the Digital Coast, the Coastal Change Analysis Program (C-CAP), and coastal lidar data development
  • Support the development and implementation of OCM decision-support tools, such as the C-CAP Land Cover Atlas, NOAA Sea Level Rise Viewer, Coastal Flood Exposure Mapper, the Tsunami Evacuation Tool, and Economics: National Ocean Watch
  • Track and communicate regional geospatial activities, needs, and accomplishments

Qualifications

Required

  • M.S. plus 3-5 years of directly related experience
  • Experience using the ESRI suite of GIS software
  • Experience performing quality assurance of remote sensing data, as well as experience in data management within enterprise systems
  • Excellent communication skills, including public presentations, and awareness of regional cultural sensitivities
  • Self-starter with the ability to work in a small team environment without day-to-day direction
  • Demonstrated ability to build relationships with management, colleagues, and external partners Willingness to travel throughout the Pacific region and the continental U.S.

Preferred

  • Familiarity with coastal management issues and experience using geospatial technologies to help address these issues
  • Knowledge of coastal and marine programs in the Pacific region and within NOAA
  • Experience using ERDAS, Global Mapper, or other geospatial remote sensing software
  • Experience with LiDAR and/or land cover data
  • Knowledge of OCM programs, products, and services
  • Experience working with state and federal agencies, tribes, academia, and nongovernmental organizations in the Pacific region
  • Demonstrated interpersonal and facilitation skills
  • Ability to write basic SQL queries and Python scripts
  • Knowledge of wetland delineation techniques
