Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $2,571/Mon.
DUTIES: Implements electronic reporting and electronic monitoring for fishing vessels. Delivers and retrieves equipment for electronic reporting and electronic monitoring on fishing vessels. Trains fishers on the use of electronic reporting and electronic monitoring for fishery use. Reviews electronic monitoring video of fishing operations and incorporates information into databases. Analyzes and summarizes fish and fishery data, data collected from commercial vessels and oceanographic surveys, and other information either independently, as part of a team, or under guidance from other staff. Conducts statistical analyses and summaries of fishermen data to assess patterns of fish populations. Functions as a backup fisheries observer and collects needed information in Hawai‘i or American Samoa fisheries, Prepares reports and publications on findings. Contributes to manuscripts for publication and presents results at scientific conferences and public meetings.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Biology, Zoology, Oceanography, Fisheries, Natural Resource Management, or related field, which includes coursework in data analysis. EXPERIENCE: One to three (1-3) years of related experience (Master’s Degree from an accredited college or university in a related field may substitute for one (1) year of experience). Previous work experience in the field of fisheries, including functions such as: observing ocean surroundings and vessel operations during harsh ocean conditions; recording data on protected species observations and fishing operations; recording sea turtle, seabird, and marine mammal encounters incidental to fishing operations; collecting biological samples from postmortem specimens; and entering and analyzing data into a database via computer and writing reports for technical and/or lay audiences. ABIL/KNOW/SKILLS: Working knowledge of shipboard collection of biological, oceanographic, and fisheries and data management. Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a US Citizen or Permanent Resident Alien. Strong ability and skill in word processing, spreadsheet, and database programs. Ability to interpret and follow written and verbal instructions for data collection protocols. Ability to communicate effectively with scientists, managers, and the public both in written and verbal forms. Ability to work effectively on research vessels for extended periods at sea. Post Offer/Employment Condition: Must be able to meet US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility, which includes being fingerprinted and having a federal background check performed prior to date of hire and maintained throughout duration of employment. PHYSICAL/MEDICAL REQUIREMENTS: Must be able to withstand uncomfortable living conditions at sea for up to thirty (30) days at a time. Post Offer/Employment Condition: Must be able to obtain and maintain medical clearance to work on NOAA research vessels or other appropriate vessels, which includes providing proof of required immunizations and/or obtaining the necessary immunizations as required by NOAA Marine and Aviation Operations, and maintain throughout duration of employment. SECONDARY QUALIFICATIONS: Experience working as an observer in the Hawai‘i or American Samoa Longline Fishery. Background in computer science with experience in database programs.
