Regular, Full-Time RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), located at the University of Hawaii at Manoa in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $3,455/Mon. 

DUTIES:  Responsible for the coordination and management of the day-to-day operations of the Pacific Islands Ocean Observing System (PacIOOS), in order to achieve the vision for PacIOOS as detailed in the PacIOOS 5-year Strategic Framework.  Updates and maintains the PacIOOS Operational Plan and Build-out Plan, and develops initiatives to increase capacity for ocean observing in the region. Provides field support for PacIOOS components, and identifies and facilitates the realization of opportunities to increase the ability of the program to meet stakeholder needs. May be required to travel internationally.

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Oceanography, Marine Science, Environmental Sciences, Geography, or related field. (Bachelor’s Degree from an accredited four (4) year college or university in an unrelated field and at least three (3) years relevant experience may substitute for a Master’s Degree.)  EXPERIENCE:  Three to five (3-5) years of experience working with oceanographic instrumentation. Experience planning and executing surface and underwater deployments. Experience collecting, analyzing, and communicating data. Working experience implementing, reporting, and evaluating management or operational plan goals, objectives, and activities.  ABIL/KNOW/SKILLS:  Strong knowledge of ocean observing systems and their objectives. Demonstrated knowledge of oceanographic, biological, and/or geospatial information system topics for effective relations with researchers, community, and stakeholders. Working knowledge of permit processes and regulations for instrument deployments in the coastal zone. Ability to adapt to evolving program needs and take initiative to address them. Must possess excellent written and verbal communication skills. Ability and interest to plan, organize, and facilitate stakeholder meetings and workshops. Proven ability to translate complex scientific subjects to lay audiences. Proficient in the use of Apple operating systems and Microsoft Office products. Ability to work with diverse stakeholders from throughout the PacIOOS region and among federal, state, and county agencies, citizen groups, community groups, the general public, non-governmental organizations, and academia. Must be able to obtain passport for international travel. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment to assist with off-site deployments and to participate in off-site meetings. PHYSICAL/MEDICAL REQUIREMENTS:  Ability to conduct physically demanding field labor in the surf zone and in small boats in rough ocean conditions. Must be able to lift and carry up to fifty (50) pounds unassisted, or more assisted. Strong swimming skills and comfort on the water required. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Experience with boat and trailer maintenance and/or driving a vehicle with a boat trailer. Advanced underwater skills, including experience using lift bags, and scientific diver certification. Experience leading a dive/field team in remote locations. Experience in logistics for remote projects, including shipping (cargo and HAZMAT), travel coordination, collaborating with partners. Knowledge of state and federal permits. Data processing and programming knowledge. Demonstrated scientific writing. Proposal writing experience. Familiarity with one (or more) Pacific Island cultures.
