Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR) performing project tasks on land controlled by U.S. Army Garrison, on the Island of Oahu, Hawai’i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  Salary commensurate with qualifications. 

DUTIES:  Supervises the PICHTR Cultural Resources carrying our provisions of the cooperative agreement with U.S. Army Garrison, Hawai‘i in coordination with the USAG-HI Cultural Resources Manager, U.S. Army Garrison, Hawai’i (USAG-HI). Coordinates the RCUH/PICHTR efforts with the Army’s Cultural Resource Management (CRM) program to meet the purposes of the cooperative agreement, including planning, scheduling, and budgeting. The PICHTR CRM Program Manager may delegate as needed to ensure successful completion of its tasks by RCUH/PICHTR personnel. Familiarizes him/herself with installation plans, undertakings, cultural studies, and inventories.  May work in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Archaeology, Anthropology, Cultural Resources Management, or related field.  EXPERIENCE:  Three to five (3-5) years of experience in identifying, documenting, evaluating, monitoring, or managing cultural resources.  One to three (1-3) years of experience as a Field Supervisor in Archaeological projects, including project report write-up and analysis. One to three (1-3) years of experience with project management to include budget development and management, personnel management and grooming, contract project oversight and management, as well as familiarity with curation, archival records management, archival research, Geographic Information System (GIS), and outreach.  One to three (1-3) years of experience with Hawaiian Archaeology is preferred.  ABIL/KNOW/SKILLS:  Working knowledge and understanding of Section 106 of the National Historic Preservation Act of 1966, as amended and related laws and regulations including, but not limited to, the Archaeological Resources Protection Act, the Native American Graves Protection and Repatriation Act, and regulations implementing the National Register of Historic Places.  Knowledge of Polynesian archaeology and cultural history.  Excellent organizational, leadership, and communications skills, as well as strong problem-solving, decision-making, interpersonal, and management skills.  Ability to work well with and motivate project staff. Must have strong and positive people skills. Strong attention to detail and strong ability to organize and communicate.  Ability to use an altimeter, compass, maps, Global Positioning System (GPS), and ArcView/GIS.  Possesses technical writing and computer processing skills using word processing, database, and spreadsheet programs. Possesses supervisory skills and ability to lead a team to achieve results and complete a variety of cultural resources program tasks, particularly in a governmental agency setting.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  Post Offer/Employment Conditions: Must be able to pass a Department of Defense (DoD) security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified, but sensitive information. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate within three (3) months from date of hire) and maintain throughout duration of employment.  Must complete online forty (40) hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training within two (2) weeks from date of hire or may be subject to termination. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must complete UXO training within six (6) months from date of hire. Must be able to complete basic helicopter safety course within twelve (12) months from date of hire.  PHYSICAL/MEDICAL REQUIREMENTS:  Willing to work occasionally under strenuous and extreme outdoor conditions.  Field trips of several hours may be required over rough terrain.  Post Offer/Employment Conditions: Must pass a post-offer physical exam within two (2) weeks of hire or may be subject to termination.  Subsequent periodic exams, at least annually, are required by the employer.  Respirator medical clearance and fitting is required.  All reasonable accommodations will be made based on fitness for duty.  Medical costs will be paid for by the employer. SECONDARY QUALIFICATIONS:  PhD from an accredited college or university in Archaeology, Anthropology, Cultural Resources Management, or related field. Education and experience in the cultural and archaeological setting specific to Army lands on Oahu and/or Hawaiian islands. Knowledge of department of Defense cultural resources in general and the policy, organizational, and operational contexts within which they are managed.  Skill as a catalyst and motivator to elicit cooperation and compliance actions from diverse individuals and groups.  Knowledge of local, Federal and State lands use and environmental laws.  Demonstrated ability and willingness to make frequent, effective oral and written presentations.  Familiarity with integrative techniques used to inventory, assess, and display cultural resource assets, environmental impacts, and their interrelationships.  Working knowledge of supplies procurement and inventory within Department of Defense.  Experience coordinating a variety of cultural resources program tasks, particularly in a governmental agency setting.
