Responsibilities

 

As a Fish and Wildlife Administrator, you will perform the following duties:

  • Lead division personnel to ensure effective and efficient application of available resources toward managing fish stocks important to commercial, recreational, and subsistence fisheries in the region to accomplish regional goals and objectives in support of NOAA fisheries strategic plan. Oversee issuance of federal fishing permits. Prepare and review environmental analyses pursuant to the National Environmental Policy Act, regulatory impact reviews, and regulations.
  • Effectively use available current year resources, provide high quality information and identify information needed for management support to ensure technical and policy adequacy for documentation supporting fishery ecosystem management actions. Work with partners to identify or develop information for management to ensure the effective use of resources for the best available scientific knowledge used in decision-making. Represents the Pacific Islands Region (PIR) on council and agency advisory groups. Manage program contracts and grants.
  • Convey the NOAA National Marine Fisheries Service (NMFS) image and message through variety of media to foster understand and solicit responses ideas and feedback and represent the region when coordinating with federal agencies, state and territorial governments, non- governmental organizations and constituents. Oversee regulatory and other education efforts for fishermen and partners.
  • Supervise and mentor Sustainable Fisheries Division (SFD) staff that develop and implement federal commercial and non-commercial fishery management and information programs.

This position requires a Public Trust Security Clearance. 

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. NOTE: The salary above reflects the 2018 pay scales. Salaries will be adjusted upon announcement of the 2019 pay tables. The ZP-4 is equivalent to the GS-13/14.  

* A one year supervisory probationary period may be required.

* Payment of relocation incentives are not authorized.

* This position is not in the bargaining unit

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Note: Your college transcript is used to verify successful completion of degree, or college course work. An official college transcript will be required before you can report to duty.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.  This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ .

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education.

OR

C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above.

- AND -

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Providing guidance on cultural issues and relevant laws related to fisheries management in order to manage fish stocks;
  • Implementing fisheries management projects/programs pursuant to the Magnuson-Stevens Fishery Conservation Act, National Environmental Policy Act, and Endangered Species Act;
  • Collaborating with fishery management councils and state and local agencies regarding the development of fishery management plans; and
  • Supervising others to accomplish fishery management actions.
