SENIOR NATURAL RESOURCE MANAGEMENT SPECIALIST – ID# 19362.
Pacific International Center for High Technology Research. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR) performing project tasks on land controlled by the United States Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section, located on the Island of Oahu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $3,260/Mon.
DUTIES: The primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies. Work must be done in accordance with applicable Federal, State, and Army regulations and laws, especially regarding endangered species, safety and health, and pesticides. Implements and directs office and/or fieldwork designed and planned by Army Natural Resource Management (NRM) staff and the Natural Resources Management Coordinator (NRMC) including, but not limited to: rare species monitoring, identification, collections and reintroduction (plants and animals), mapping and analysis using Global Positioning System (GPS) and Geographic Information System (GIS) software, and threat control (e.g., weeds, small vertebrates, ungulates). Drives a project vehicle to implement fieldwork (e.g., monitoring, surveying, fencing). Directs, supervises, and assigns work to Natural Resource Management Technicians. Assists with recording and analyzing field data using computer aided programs; documenting day-to-day fieldwork; supporting NRM supervisors in project reviews and in writing reports on fieldwork, and complying with all safety policies and procedures. Along with the NRMCs, leads a team in planning and scheduling fieldwork and coordinating logistics. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision. May camp for up to four (4) days at a time.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Biological Sciences, Natural Resource Management, Geography, or Hawaiian Studies with basic or related biological courses. EXPERIENCE: Three to five (3-5) years of experience in, or related to, managing natural resources in Hawai‘i. This includes experience in natural resource monitoring techniques as well as weed, ungulate, rodent, and other threat control methods in Hawai‘i. Experience needs to be well documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field. Must have prior experience supervising paid staff and attendance in supervisory training programs. ABIL/KNOW/SKILLS: Knowledge of monitoring techniques for vegetation communities, rare and invasive plants, and vertebrate and invertebrates. Knowledge of endangered plants and animals in Hawai‘i and rare plant reintroduction and collection techniques. Knowledge of herbicide use (e.g., safety protocols, mixing, transport, application, and storage). Knowledge of weed control techniques for the most common forest weeds in Hawai‘i. Knowledge of common and highly invasive weeds in Hawai‘i. Knowledge of small vertebrate and ungulate control methods. General knowledge of Department of the Army natural resources programs and the policy/organizational contexts within which they are managed, especially safety and logistical requirements necessary to plan field operations around Army training schedules. Knowledge of management principles including but not limited to supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures. Strong organizational ability to plan and execute logistically complex field operations. Strong ability to solve logistical problems and problems related to biological threats. Ability to lead a field crew and work as a team member for safe and efficient field operations. Proficient in the use of altimeters, compasses, and maps. Computer literate. Ability to draw accurate schematic maps. Ability to record and analyze biological data with GPS and GIS software. Proficient in word processing, database, and spreadsheet programs. Proficient ability to control common forest weeds with herbicide. Proficient ability to set rat traps and repair fences in remote areas. Proficient ability to use common hand tools for forestry work. Ability to identify common and highly invasive weeds in Hawai‘i. Ability to establish work standards/expectations and clear direction to meet goals and objectives of on-going work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance, and develop required job competencies of direct reports. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission. Post Offer/Employment Condition: Must be able to pass a Department of Defense (DOD) security check for employment as an Army contractor and maintain throughout duration of employment. Must be able to complete basic helicopter safety course within six (6) months from date of hire. Must be able to complete helicopter manager training within twelve (12) months from date of hire and maintain throughout duration of employment. Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete chainsaw training within twelve (12) months from date of hire and maintain throughout duration of employment. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete rope work training course within twelve (12) months from date of hire and maintain throughout employment. Must complete UXO training within six (6) months from date of hire as job duties will require work in UXO areas. PHYSICAL/MEDICAL REQUIREMENTS: Ability to hike up to 10 miles per day and camp in remote areas and rugged terrain under inclement weather conditions, up to four (4) consecutive days. Ability to backpack, lift, and carry up to 35 pounds unassisted. SECONDARY QUALIFICATIONS: Education and experience in programs managing rare and endangered species and ecosystems on Army lands in Hawai‘i. Previous experience leading a field crew to conduct natural resource management work including planning, prioritization, risk assessments, and reviewing project fieldwork. Proficient identification skills of native Hawaiian and non-native taxa. Experience planning and executing complex field operations using helicopters in remote areas. Strong knowledge of Army’s biological plans for managing natural resources on Oahu. Knowledge and experience in conducting herbicide efficacy trials and biological research in field settings. Strong ability to organize biological data and present findings in written and oral reports.
