Pacific Cooperative Studies Unit. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), O‘ahu Invasive Species Committee (OISC) located in Kailua, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $2,571-$4,730/Mon.

DUTIES: Conducts Early Detection and Rapid Response (EDRR) for priority species. Leads multi-agency rapid response actions to incipient pest species. Designs and initiates appropriate response actions to incipient pests in coordination with appropriate partner agencies. Surveys and monitors sites at high-risk for naio thrips, coqui frogs, little fire ants, and other incipient pest species. Collects, maintains and analyzes data from all operations. Shares data with partner agencies. Writes reports, management plans, and funding proposals. Analyzes data to assess progress and makes recommendations for greater project success. Fieldwork requires the ability to drive project vehicles both on and off road, work in and around helicopters, and handle pesticides. May participate in rappelling operations within the scope of training if required by the project. Acts as primary contact for public inquiries and responds to reports of OISC target species from the general public. Works with community organizations and businesses to raise awareness for pest species and to engage them, as necessary, in response operations. Plans and coordinates interagency meetings. Requires irregular hours often working in the early morning, late at night, and occasional weekends.

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university Biology, Botany, Natural Resource Management, Agriculture, or related field. EXPERIENCE: One to three (1-3) years of work experience in an active field biology/resources management or agricultural pest program. Experience working in multi-partner projects and project planning. Experience with data collection and analysis and writing reports. ABIL/KNOW/SKILLS: Knowledge of survey and control techniques for invertebrates, vertebrates, forest pathogens, or plants. Knowledge of Hawai‘i flora and fauna and threats that invasive species pose to Hawai‘i’s biota. Knowledge of fieldwork techniques including safe use of pesticides, data collection, and management. Demonstrated ability to communicate clearly and effectively, both orally and in writing, with a wide variety of people. Excellent organizational skills and ability to independently complete multi-step projects by set deadlines. Ability to read and navigate using topographic maps, state tax map keys (TMK), and aerial photographs, and use global positioning systems. Must be able to use keys and other sources to identify vertebrates, invertebrates, plants, and the symptoms of forest pathogens. Ability to collect detailed field data, analyze and summarize data, and present data to audiences. Ability to operate and maintain chainsaws and other small-mechanized equipment. Ability to use pesticides. Ability to work in and around helicopters. Proficient with basic computer programs including databases. Ability to use ArcGIS. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must possess Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within six (6) months from date of hire) and maintain throughout duration of employment. Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire. Must be able to obtain State of Hawai‘i Certification for Application of Restricted Use Pesticides within twelve (12) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. If selected for use of chainsaws, must submit chainsaw training certification to PCSU prior to activity. If selected for rappelling duties, must submit rappelling training certification to PCSU prior to activity. PHYSICAL/MEDICAL REQUIREMENTS: Ability to hike and camp in remote areas in adverse conditions (e.g., heat, mosquitoes, difficult terrain, rain), up to five (5) consecutive days. Able to backpack, lift, and carry up to fifty (50) pounds. Must be able to wear personal protective equipment (PPE) as needed. SECONDARY QUALIFICATIONS: Master’s Degree in Biology, Botany, Natural Resource Management, Agriculture, or related field. Experience working with control of invasive species in Hawai‘i or elsewhere. Experience with incident command systems. Experience using pesticides and working in and around helicopters. Demonstrated experience using chainsaws. Demonstrated leadership ability. Experience with public speaking.
