Job Summary

Regular, Full-Time, RCUH Non-Civil Service position with the Hawai‘i Institute of Marine Biology (HIMB), located at Moku o‘ Lo‘e, He‘eia National Estuarine Research Reserve (NERR) and Coconut Island in Kaneohe, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  Salary commensurate with qualifications. 

DUTIES:  Develops and implements the Coastal Training Program (CTP) for local decision-makers and resource professionals as administered through the NERR System and as articulated in the Management Plan of the Heeia NERR. Contributes to facilitating the integration of scientific data into conservation decision making. Designs and conducts training workshops that elevate Indigenous Native Hawaiian practices and knowledge in regard to research and resource management, promoting “dual fluency” among decision-makers in order to bridge Indigenous and conventional ways of understanding and managing ecosystems. Provides education, outreach, and research assistance to NERR staff and co-management partners to build programmatic capacity within the Reserve. Develops education, outreach, and research programs in collaboration with the Heeia NERR’s Education Coordinator and Research Coordinator. Collaborates with the NERR Education Coordinator in conducting education outreach projects. Coordinates program evaluation and implementation of system-wide CTP performance measures. Analyzes CTP program outcomes, and identifies areas and applies results for improvement. Serves as liaison with NERRs CTP nationwide and represents the Heeia NERR at meetings. Prepares reports, educational products, and marketing materials for distribution. Contributes to plans and reports for the Heeia NERR. Receives supplies and services, and conducts purchasing actions.

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Natural Resource Conservation, Natural Resource Management, Community Engagement, or related field. (Bachelor’s Degree from an accredited four (4) year college or university and at least five (5) years of experience in natural resource conservation or natural resource management may substitute for a Master’s Degree.).  EXPERIENCE:  Three to five (3-5) years of experience in coordinating community engagement and partnership, planning participatory research, community organizing, or related work. Experience includes leading training programs through the phases of design, implementation, and evaluation, and working with Indigenous People and Local Communities (IPLC).  ABIL/KNOW/SKILLS:  Working knowledge of IPLC customs and protocols in Hawaii as well as vocabulary, terms, and concepts from Hawaiian language.  Knowledge of coastal zone management policy at both local and national levels. Working knowledge of community-based efforts in Heeia specifically, or Hawaii generally. Ability to design and conduct collaborative, stakeholder-driven decision-making processes. Effective group facilitation skills and public speaking. Ability to communicate and collaborate with people of diverse backgrounds, including ability to understand and converse with speakers of Hawaiian creole (pidgin English). Ability to plan and implement educational outreach workshops and training. Excellent organizational skills.  Ability to manage competing priorities and adhere to project deadlines.  Ability to analyze program outcomes and identify areas for improvement. PHYSICAL/MEDICAL REQUIREMENTS: Ability to travel for national NERRS meetings and other conferences. Must be able to work outdoors in variable weather conditions. Must be able to stand for extended periods of time to facilitate and conduct meetings in both indoor and outdoor environments. Must be able to board, ride, and disembark from boats. SECONDARY QUALIFICATIONS:  Experience working with IPLC in Hawai‘i.
