DUTIES AND RESPONSIBILITIES: ● Assist with the design and production of maps.  Ensure QA/QC for all spatial data and metadata authored by DCRM.  Develop protocols and workflows to distribute authoritative DCRM data to CNMI partnering agencies and federal grantor agencies, including development of online accessibility to data. ● Provide occasional network connectivity support for DCRM GIS and data end users. ● Coordinate CNMI imagery acquisition and updates for DCRM. ● Coordinate with partner agencies to acquire topographic and bathymetric lidar in the CNMI. ● Work closely with NOAA Coastal Services Center/Pacific Services Center in building GIS Capacity in CNMI. ● Design projects and provide technical descriptions including budgets for grant applications and grant reporting ● Promote GIS awareness and participate in GIS outreach activities through DCRM and partnering agencies’ educational initiatives ● Take a lead role in the CNMI GIS User Group and facilitate inter-agency data coordination efforts. ● Coordinate with regional ESRI contacts and ESRI training staff to enhance GIS capacity of DCRM and partnering agency staff. ● Conduct data and information assessments pertaining to DCRM projects prior to the project planning process in order to identify information gaps ● Provide data development and analytical support to DCRM’s technical projects, including wetland delineation, climate adaptation, hazards assessments, and spatial planning. Support modernization of DCRM’s permitting and enforcement programs through development of online permitting database and mapping application. ● Study of issues, trends, and need forecasting for the CRM GIS program. Development of goals, objectives, scheduling, and plan strategies for program implementation. ● Work with appropriate CRM sections to update CRM Areas of Particular Concern and marine conservation target areas using best available data. ● Conducts other related duties as assigned by the DCRM Director. EDUCATION REQUIREMENTS: ● Bachelor’s of Science in Geography, Planning, Computer Science, Natural Resources Management or related field. ● Must be proficient with Arc GIS 10 desktop applications, administration, SDE, and be familiar with ArcGIS Server and/or ArcGIS Online (or similar server-side technology) OTHER REQUIREMENTS: ● Must have 3 to 5 years of applied experience with GIS technology and management. A Masters of Science degree in an appropriate discipline or a Masters-level GIS Certificate may substitute for up to 2 years of the required experience. ● Familiarity with Trimble GPS field equipment and post-processing software. ● Proven experience generating outputs as described in Description of Responsibilities (above) through publications, reports, or academic papers. ● Familiarity with shoreline/coastal morphology surveying ● Experience with ArcGIS Server, ArcGIS Online, or similar map server. Experience with spatial data portal and web mapping applications preferred. ● Must be physically fit for field work, willing to travel to other islands within the CNMI, and tolerant of tropical conditions. ● Must possess a valid driver’s license ● Experience in interagency coordination, project management and grants management ● Excellent written and verbal communication skills ● Willingness to travel as required ● Must be a citizen of the United States or green card holder.
