Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Hawai‘i Invasive Species Council (HISC), located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY RANGE:  $4,400 - $5,000/Mon. 

DUTIES:  Identifies and coordinates research and/or other projects that will enhance biosecurity efforts and address invasive species management needs. Establishes and implements monitoring programs and protocols. Facilitates regular communications between researchers, agencies, project participants and partners. Coordinates data and information collection and dissemination. Develops communication plans in the event of species detections. Provides training to agency staff and partners as needed. Identifies funding opportunities to support priority projects and research. Ensures accountability through timely correspondence and reports to funders and cooperating agencies. Facilitates interagency monitoring for points of entry/exit in Hawai‘i, as well as species or project specific Incident Command System based response plans related to project monitoring and state strategic plans. Works with partners to facilitate planning meetings and ensure partner participation and satisfaction with the planning process. 

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Biological or Environmental Science with basic or related biology courses. (Bachelor’s Degree from an accredited four (4) year college or university in non-related field with at least three (3) years of experience in environmental planning or project management may substitute for a Bachelor’s Degree in Biological or Environmental Science.).

EXPERIENCE

Four to six (4-6) years of experience in a natural resource related field which includes at least two (2) years of experience in a leadership or coordination role.

KNOWLEDGE

Working knowledge of the principles of ecology and conservation, and how to implement a multi-faceted natural resource-related project or program. Basic understanding of rules and policies pertinent to personnel safety, fiscal, and operational matters.

ABILITIES & SKILLS

Excellent organizational, leadership, public relations, and communications skills, as well as strong problem solving, decision-making, interpersonal, and management skills with sensitivity to local culture. Good computer skills in word processing, spreadsheets, and presentation software. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must possess Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment).

PHYSICAL/MEDICAL DEMANDS

Ability to work outdoors on extremely rough terrain and under adverse weather conditions.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:    

Master’s Degree from an accredited college or university in Natural Resources Management, Planning, or related field. Experience working with multiple stakeholders, collaborative management, conflict resolution/negotiations, strategic planning, grant-writing, and grant and program management. Knowledge of Hawaiian culture, biota and threats from alien plant and animal invasions in Hawai‘i. Knowledge of pertinent laws and regulations regarding invasive species. Knowledge of threats from incipient alien plant and animal invasions, particularly invertebrates. Experience working with control of invasive species in Hawai‘i or elsewhere.
