UNGULATE CONTROL PROGRAM TECHNICIAN – ID# 17056.  

Pacific International Center for High Technology Research.  Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR), Oahu Army Natural Resources Program (OANRP), performing project tasks on land controlled by the U. S. Army Garrison, Directorate of Public Works (DPW), Environmental Office, Natural Resources Section located at Schofield Barracks, Oahu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY RANGE:  $2,576-$5,319/Mon. 

DUTIES:  A primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies.  Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, safety and health, and pesticides. Implements ungulate management in the field including, but not limited to inspection, maintenance and repair of existing fences, fence line route determination, and quality control of contracted fence projects.  Performs ungulate surveys and control work, logistical coordination for fencing and, when possible, hunting operations.  Educates staff with regard to ungulate monitoring and control and complies with all safety policies and procedures. Implements office and field work designed and planned by the Natural Resource Management staff and Ungulate Program/Elepaio Stabilization Coordinator (UPESC).  Assists UPESC with updates to ungulate management plans, assisting in scheduling, planning, logistics, and documenting day-to-day field work; recording and analyzing field data using computer aided programs, database management and quality assurance and quality control.  Supports Natural Resource Management supervisors in project reviews including written and oral reports, supports supervisors with coordination of programs with agency partners, public outreach and education, and with coordination with volunteer hunters.  Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision.  

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Biological Sciences, Natural Resource Management, Geography, or Hawaiian Studies with basic, or related, biological or Natural Resource Management courses.  EXPERIENCE:  Three to five (3-5) years of experience in ungulate management in Hawai‘i.  This experience must include relevant ungulate control methods (e.g. ground hunting with dog/knife or firearms, snaring, live traps, conibear traps), and fence maintenance/construction methods (e.g. hogwire, panels, h-brace assembly, skirting, gate, and crossing styles).  All experience should be well documented and a list of appropriate certifications submitted.  ABIL/KNOW/SKILLS:  Proficient at ungulate monitoring methods (e.g. aerial line transects, ground line transects, capture-recapture, dung counts, track counts, telemetry, etc.).  Strong working knowledge of fence construction techniques and materials.  Knowledge of safe firearms use and handling procedures.  Knowledge of ungulate (e.g. pig and goat) biology and ecology.  Knowledge of safety related policies and procedures to assess and reduce hazards and risks.  General knowledge and experience with community concerns relating to ungulate control.  All knowledge should be well documented. Able to use altimeter, compass, and maps to navigate in field.  Functional proficiency in using a GPS device for navigation and data collection.  Proficient ability to use Microsoft based word processing, biological databases, and spread sheet programs.   Must be meticulous, detail-oriented, skilled at prioritizing workload, making sound planning and logistical decisions, and completing assigned projects in a timely manner.  Must be able to convey thoughts clearly in writing and draft short reports as well as develop and produce PowerPoint presentations.  Advanced-level judgment and problem solving skills required to perform moderate to complex assignments, projects, etc. on a regular basis. Skilled in use of firearms for ungulate control.  General ability to identify endangered plants in the field.  Ability to use Geographic Information Systems (GIS) software to produce maps and analyze data.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission.  Post Offer/Employment Conditions:  Must be able to pass a post offer criminal background check.  Must be able to pass a post-offer DoD security check for employment as an Army contractor and maintain throughout duration of employment.  Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information. Must be able to obtain and maintain National Rifle Association and State of Hawai‘i Hunter Safety Program firearms certification on an annual basis, and maintain throughout duration of employment. As a condition of employment, all certifications must be obtained and maintained as specified by the certificating agency. Failure to pass the initial or annual firearms recertification will be grounds for disqualification of employment or termination due to a failure to meet and maintain a job qualification.  Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire and maintain throughout duration of employment.  Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete chainsaw training within twelve (12) months of from date of hire.  Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must pass 4-wheel drive evaluation for automatic transmission in all terrain/off road conditions within six (6) months from date of hire.  Must complete UXO training within six (6) months from date of hire as job duties will require work in UXO areas.  Must be able to complete rappelling training & obtain rappelling certification within six (6) months from date of hire as job duties will require work on ropes.  PHYSICAL/MEDICAL REQUIREMENTS:  Able and willing to conduct work under strenuous outdoor conditions (e.g. extreme weather, thick brush, steep terrain).  Able to hike up to ten (10) miles per day, backpack with up to fifty (50) pounds of weight unassisted, and camp in remote areas and rugged terrain one to two (1-2) times a month for three to four (3-4) days at a time.  POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).  

SECONDARY QUALIFICATIONS:  Knowledge of Department of the Army natural resources programs in general and the policy, organizational contexts within which they are managed, especially safety and logistical requirements necessary to plan field operations around Army training schedules.  Experience with vegetation management including chainsaws, weed whackers and herbicide use.  Knowledge of Federal, State, and local environmental laws and hunting regulations.  Education and experience in programs managing rare and endangered species and ecosystems on Army lands in Hawai‘i.  Expertise in taxonomical knowledge of Hawaiian flora (native and non-native).  Previous experience leading a field crew to conduct natural resource management work.
