egular, Full-Time, RCUH Non-Civil Service position with the National Marine Sanctuary Foundation (NMSF), Papahanaumokuakea Marine National Monument (PMNM), Office of National Marine Sanctuaries (ONMS), located at the National Oceanic and Atmospheric Administration (NOAA) office in Honolulu, Hawai¿i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $4,067.00/Mon. 

DUTIES:  Coordinates Big Ocean (the network) in support of the goals and objectives of NOAA’s MPA Center, ONMS, and PMNM to strengthen the management capacity for Large-Scale MPA (LSMPA) by providing core administrative functions. Develops, manages, and evaluates partnerships and initiatives that support Big Ocean and its partners. Oversees development and management of internal and external communications from content development through to production and distribution of both printed and digital media. Manages other operational, administrative, and budgetary tasks related to support of the network. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Social Science, Political Science, Communications, Journalism, Policy, Planning, Environmental and Ocean Sciences, Resource Management, or related field.  EXPERIENCE:  Three to five (3-5) years of experience in marine conservation and/or resource management, community relations and networking, relationship building with key decision makers, public speaking, presentation and communication techniques, and building strategic partnerships with indigenous communities, local, regional, national and international, private sector, governmental, and NGOs. Three to five (3-5) years of experience in program development, project management, and event coordination.  Three to five (3-5) years of experience coordinating and facilitating meetings and workshops of at least fifty (50) people. Experience in graphic and web design, social media marketing, and execution of messaging campaigns. Some experience working with LSMPA managers and marine management at-scale. ABIL/KNOW/SKILLS:  Knowledge of emerging trends in MPA management and governance, outreach and partnership building in marine conservation and/or resource management, locally, regionally, and internationally.  Working knowledge of the National Marine Sanctuaries Act and other ocean governance policies both within the U.S. and abroad. Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location.  Must be a US Citizen or Permanent Resident Alien. Demonstrated ability to work with, engage, and motivate to action a wide spectrum of constituents and partners, especially indigenous peoples and local communities. Knowledge of how to appropriately address and integrate indigenous knowledge into management. Familiar with creating layouts and templates. Able to use the full suite of Microsoft Office products, as well as develop basic, graphically-driven layouts using programs such as Adobe Software.  Ability to write for a variety of audiences, formats and media, as well as develop and manage website and social media posts (Facebook and Twitter). Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. (As necessary based on work location or other job requirements) incumbents may be required to meet the US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility which includes being fingerprinted and having a federal background check performed. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Experience working at a LSMPA and/or United Nations Educational, Scientific, and Cultural Organization (UNESCO) World Heritage marine site. Proficient in Adobe Photoshop, InDesign, and Illustrator. Ability to operate in an environment with diverse cultures and cultural practices.  Proficient in a second language, namely French and/or Spanish. Basic understanding of the Native Hawaiian language and cultural protocols.
