OʻAHU INVASIVE SPECIES COMMITTEE MANAGER – ID# 19402. 

 

Pacific Cooperative Studies Unit.  Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Oʻahu Invasive Species Committee (OISC), located in Kailua, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY:  Salary commensurate with qualifications. 

 

DUTIES:  Directs, plans, prioritizes, and implements OISC actions based on guidance from OISC annual strategy meeting and direction from OISC Chairperson and/or Principal Investigator and guidance from OISC constituents. Drives to attend OISC and other meetings.  Provides overall leadership and oversight of OISC team. Oversees implementation for all project operations (e.g., plant and animal early detection and control, outreach plan, data management and technology implementation, and long term financial needs of the project). Works with OISC Outreach Specialist to facilitate public education efforts via personal contact, media briefings, brochures, press releases, presentations and public service announcements to community organizations, civic leaders, and the public.  Produces and implements the OISC Annual Strategy Plan and translates the plan into action. Works with funding agencies to identify and obtain financial support for projects. Writes proposals to various agencies for funding. Assures preparation and proper accounting of budgets and expenses to implement OISC actions. Prepares substantive quarterly and year-end summary reports describing OISC activities and financial status. Plays a critical role in countywide and statewide invasive species regulation and control. Works with and establishes partnerships to address invasive species detection, prevention and control often serving as the lead coordinating entity. Assures favorable public relations and quality control of action by the team. Directs, supervises, and assigns work to OISC Field Co-Supervisor, OISC Operations Planner/Analyst, OISC Outreach Specialist, and OISC Fiscal & Program Associate. Evaluates and ensures integrity of field operations by regular participation in the field. Fieldwork involves reconnaissance, thorough surveys, and mechanical/chemical removal for invasive alien species in natural, urban, and suburban areas. May work in and around helicopters and travel by helicopter to conduct occasional fieldwork. 

 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university.  EXPERIENCE:  Three to five (3-5) years of experience in project management involving planning, scheduling, internal/external relations, and administration. Two to four (2-4) years of supervisory or leadership experience.  ABIL/KNOW/SKILLS:  Knowledge of Hawaiian environment, community, economy, and politics. Working knowledge of the scientific identity of weedy and cultivated species in Hawai‘i. In-depth knowledge of Hawaiian biota and threats from alien species. Knowledge of plant taxonomy and invasion biology. Knowledge of field techniques to control alien species. Strong working knowledge of Microsoft Access, Trimble/Garmin Global Positioning Systems (GPS) and ArcView Global Information System (GIS), ArcGIS, ARC/INFO software. Knowledge of biological concepts and natural resource management, and project implementation. Knowledge of basic survey techniques.  Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.  Excellent organizational, leadership, public relations, and communications skills as well as strong problem-solving, decision-making, interpersonal and management skills. Ability work well with, motivate, and delegate to staff. Proficient computer skills in word processing and spreadsheets. Ability to write grants. Skilled in budgeting, procurement, report writing, and general office administration. Demonstrated ability to communicate clearly both orally and in writing.  Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports.  Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership.  Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work.  Ability to review work and evaluate performance, and develop required job competencies of direct reports.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete basic helicopter safety course within twelve (12) months from date of hire. Must be able to obtain State of Hawai‘i Certification for Application of Restricted Use Pesticides within twelve (12) months from date of hire and maintain throughout duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Ability to lift and carry up to 50 pounds unassisted and hike in rugged terrain and under inclement weather conditions. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).  

 

SECONDARY QUALIFICATIONS:  Bachelor’s Degree from an accredited four (4) year college or university in Natural Resource Management, Botany, Biology, Environmental Studies, or related field. Experience with financial and legal administration. Knowledge of funding sources in Hawai‘i and nationally. Experience preparing funding proposals. Knowledge of threats from incipient alien plants and animals invasions in Hawai‘i or elsewhere. Field experience protecting Hawai‘i’s natural resources. Experience working with manual and chemical control of invasive species in Hawai‘i or elsewhere.
